From my research, I found this to be from Longcraft and is called “Watering Day.” During WW2, Longcraft crafted a series of brooches made from scraps of copper and other scrap metals, using a “use it all” method due to scarcity of most metals because of the war. There is fading enamel and missing rhinestones off the umbrella. However, it’s overall nice and is considered highly collectible.
