I believe this is possibly sterling, but I can't verify that, so I have it listed as silverplate. No silver or manufacturer mark, but it polished up nicely.

Pretty sure this is Pistol Pete, the OSU mascot. It doesn't say OSU anywhere, but it seems to be an  unmistakable resemblance. Likely from the 1960s. Could be a charm or used as a pendant.
