Vintage Inuit Soapstone Carving of Penguin on Bone Hand Numbered Canadian Eskimo

This sculpture looks to me like a swimming penguin but maybe it's a puffin or other bird. It is sitting on a wedge of bone as the base. I don't see a signature but it has "16538" etched under the tail. There are a couple little chips to the stone on the edges of the wings and the beak has a crack (see pictures). In used, vintage condition and unknown artist to me. Measurements ~ 4.75 x 3 x 3"
