This is a vintage art glass unicorn paperweight, by Irving W. Rice Company (Irice Imports). 
It features a clear glass construction with a controlled bubble design, also known as Bullicante. 
The horn is a distinct spiraled design. 
It is a bust of a unicorn, often used as a paperweight or decorative figurine. 
These items were often produced in Czechoslovakia and popular in the 1970s.
