I ended up with these 2 odd handles, was in a box full of 1930-50's tools. I cleaned them up with steel wool and then applied some boiled linseed oil just to see what they would look like. They are a nice dark color, but was much lighter before the linseed oil.
I have no idea what type of wood this is, I think these are knife handles/scales that are to be split down the center, so you would have 2 sets of 2 sides.
No idea if these are home made or factory made, Actually I am no help at all on these, maybe someone can use them, if not they go into my pile of handles that I should do something with...
