Handmade, likely Japan adorable pinecone couple. Maybe it's Mr & Mrs Claus? 
They are made out of pinecones and I believe their hair and beard are real fur. They both are wearing specs, and that is. my favorite detail! 
They stand about 4.5" tall (he's a bit taller with his red burlap hat.) So kitschy cute!
