Paperweight with a controlled bubble and a floating feather design. 
I do believe that this a Chinese paperweight even though the original sticker is quite faded. 
This stands 3 and a quarter inches tall, there are no chips, cracks, or bruising.  There is a small scratch that is shown in the last photo, it does not take away from the beauty or integrity of the piece.
