This is a Vintage 1982, hand-painted David Winter 'The House On Top' John Hine Ltd. Great Britain, Sculpture! Made of a refined gypsum plaster and realistically painted. 
It is from Great Britain, is the larger sized of the sculptures and it is in GREAT CONDITION!! I see no chipping!!! The original owner took great care and this was only ever displayed behind glass on a high shelf!!
It measures: 
6.25" high.
