Circa 1895 to 1905.  Man is dressed like going to  formal event.  Was custom at the time to commission a photographer to do pictures of a commemorative time.

There are scratches and wear marks in the photo.

Magovern & Baker was a photography partnership active in the 1890s, originally based in Saratoga Springs, NY, and possibly operating in South Sutton, NH as well. The studio was run by Thomas F. Magovern and William H. Baker, and their cabinet cards are known for clean, elegant presentation and formal portraiture
