This is a vintage Hummel figurine called "Smiling Through" and has a little girl holding a basket of flowers sitting under an umbrella. Hand made and painted in Germany. This one is a limited edition piece, the base reads: "Exclusive special edition No. 9 for members of the Goebel Collectors Club". The base is also signed by Goebel and stamped into the porcelain are the numbers 408/0, 1983. Measures approximately 5 inches tall.
